IRS plagued by ID Theft

I can report anecdotally that a number of friends and acquaintances here in south Florida who filed their tax returns then discovered that someone else had stolen their identity and fraudulently filed and received tax-refunds in advance of their legitimate submissions.  It takes a lot of paperwork, affidavits, involvement of the Taxpayer Advocate, etc. to straighten out each such situation with the IRS.  Today there is a Sun-Sentinel Newspaper account of this fraud entitled "Investigation finds 741 tax returns filed from single Belle Glade [FL] home".  And these are the folks with whom we will entrust confidential medical information under Obamacare?
