Imagine you buy a tire, pay extra for a warranty, and the tire comes apart. At the shop, making your warranty claim, the chief mechanic looks at you and says: "Well, I'll won't even think about doing the warranty work on your tire until after you let me rebuild the engine, because I think I your car should run better. By the way, that engine work is going cost you plenty!"

For 234 years the government has been collecting taxes to do its job of protecting the country, including protecting our borders. By demanding border security first, the citizens are trying to collect on their paid for warranty. The disingenuous mechanic -n- chief is trying to pull a fast one.
