Thinking outside the box (a series)

Michael Barone continues to demonstrate that he is one of the most insightful thinkers in America.  To meet the costs of Katrina (and now Rita?) he passes along a proposal from a public servant in Louisiana: sell bonds backed by future royalties from oil and gas production from the Outer Continental Shelf. This would help reduce the partisanship that is  inflaming the political parties in Washington and bring to bear the discipline (and reality) of the market.
