The value of human life

We have evidence from the Palestinians themselves of the value they place on human life: apparently roughly $23. According to the Jerusalem Post,

Two Palestinians, aged 14 and 15, who were paid NIS 100 [about $23]apiece to detonate a bagful of bombs near soldiers at the Jalameh crossing north of Jenin, were arrested on Wednesday.

This practice invites speculation of the cost of a final settlement between Israel and its neighbor. Why can't Israel just pay $24 to the "refugees" who are demanding compensation for leaving the area before and during the wars that the Arabs waged against Israel and consider the matter closed?
