Politics of division

If Kerry deals with the budget like he deals with a simple math problem, we are in trouble. Here he gives a speech stating that Bush traffics in the "politics of division". It has been a while since my grade school math, but isn't this what Kerry/Edwards do when they talk about "Two Americas"?
