Russia and China are to hold their first—ever joint military exercises. This is deeply problematic for the United States, not to mention for the Central Asian republics (Kazakhstan, Uzbekistan, Tajikistan, Kyrgystan and Turkmenistan), volatile North Korea, and democratic Mongolia.
