Daley response
I'd advise Roz Smith to be a bit bolder. Remember that the most lasting event in Richie Daley's father's reign was the chaos of the 1968 Democratic National Convention. There is no love lost between the Daleys and angry anti—war protestors.
Also note that the Chicago Police Department has been limited by a court decree in its efforts to collect gang intelligence in the aftermath of the raid on the Black Panthers that killed Fred Hampton. This lack of intelligence has exacerbated the gang problem leading to the current situation where Chicago has the most murders of any city in America. Americans are being murdered in Chicago at a rate comparable to the rate American soldiers are dying in combat in Iraq.
The common theme here is that in both places we need better intelligence to fight local insurgencies led by thugs. The alleged dirty bomb terrorist, Padilla, was a Chicago gang member. And while during an economic summit the streets of Seattle were controlled by rioting anarchists, in Chicago the streets were controlled by the police who even arrested a bicyclist that ran a red light! (Boy was she surprised that someone did not appreciate her expression of protest!) And yes, he has been cozy with the Pritzkers and he got a nice pavilion in Millennium Park as a result. Be bold!
