9/11 Commsion overlooks error

A French judge had information on the man arrested, by chance, in the Millennium plot to bomb the Los Angeles airport. But his information was ignored beforehand by the Clinton Administration, and by the Canadian government. 

An alert Customs officer happened to note nervousness on the part of a man claiming to be named Benni Norris, whom we now know to be Ahmad Rassan, the object of urgent notices sent by French anti—terror chief Judge Jean—Louis Breguiere. Based only an experienced inspector's instinct, a search of his car discovered explosives meant to be used to bomb LAX airport.

Why has the 9/11 Commision ignored this failure of the Clinton Administration, when engaging in a blame game seemingly directed solely against Geeorge Bush?

The French judge also had information on Zacarias Moussaoui, the alleged 20th 9/11 hijacker, which French leader Jacques Chirac has refused to let him share with American law—enforcement officials.
